An integrated natural and cultural system that is resilient to change has been proposed for an ecological urban development in the Hoo Peninsula. The design strategy evolved around two main focuses, resilience and liveability. The innovative urban tissue of capacity of 50,000 people consisted landscape organised by natural defences of wetlands and creek, organised building clusters and associated infrastructure. Landscape distribution measures such as wetland and creek restoration were introduced to provide flood attenuation effect and to restore the rich biodiversity of the area. Residential and growing clusters were then introduced on the developed landscape with key considerations adaptability to the flood water level and maricultural production. Associated network was considered with emphasis on connectivity and hierarchy.  Experiments were designed and carry out to facilitate the design process, tools utilised include genetic algorithm simulation and CFD analysis. The final results of the experiments were selected and presented as a design proposal.
